Revitalizing Housing in Mid-City
Affordable housing might be the single most important aspect of not only our area, but the whole state. The Housing plan of the Lake Charles Choice Neighborhoods transformation provides housing for all family types, including single people, seniors, and those with disabilities while ensuring that low-income and market rate families live in identical, high-quality homes.
The public housing at 661 Dixy Drive is planned to be demolished and the new Mid-City Neighborhood Transformation is being built according to the community’s vision. The housing is being built in phases to minimize the relocation of residents during demolition and new construction. Right now our Housing partners, HRI Communities and Integrand are working on the first two phases of the Mid-City Transformation Housing Plan.

Phase One
Mid-City Lofts will be a 46-unit mixed-income property in Lake Charles and will serve as the first phase of the Mid-City Choice Neighborhoods Transformation.
The project is located directly adjacent to the Lloyd Oaks public housing site which will be transformed from 240 distressed public housing units into a 562 unit mixed-use mixed-income community. The property will consist of a 3-story mid-rise building with community space, a fitness center, and computer room. The project will meet industry-leading sustainability and disaster resilience certifications of Enterprise Green Communities and FORTIFIED Multifamily Gold.

Phase Two
Lake Charles Mid-City Seniors is being developed by Integrand Development, LLC in partnership with Lake Charles Non-Profit Development Corporation, an affiliate of the Lake Charles Housing Authority. This phase is part of the overall HUD CNI Transformation Plan to replace the Lloyd Oaks public housing development and is designed to provide replacement housing for the many senior households displaced by Hurricane Laura.
The concept consists of 44 affordable, one-bedroom units for low-income seniors, configured in four courtyard style, single-story structures on an approximately 5-acreparcel. This phase will be served by its own Community Center and will connect through a series of parklands and secure walkways throughout the entire 40-acre site.
Lake Charles Housing Authority has committed 44 project-based Section 8 vouchers utilizing the 2024 FMRs at 120%. Urban Strategies, Inc., a national resident support company will be leading the “People” component of the CNI plan and will provide supportive services to the residents. The City of Lake Charles will be leading the “Neighborhood” component of the CNI plan and will create and maintain a new community park and nearby kayak launch.
